We have "Users Must Agree to Rules" unchecked in our user settings, but when a user registers, they still see a Board Rules screen with test rules.

Something similar happens here on fusionbb.com - log out, click Register and you'll see there are ugly test rules and an agree checkbox.

Is there a way to fix this?

There is also a 'Show the Rules' option under Edit>Configuration Settings>General Settings - uncheck that & the rules won't show.

Correct. Being allowed to see the rules and being forced to agree to them are two different things.

How do we edit the text on the registration page - what appears above the fields to enter data?

I think it's in the common.php file, in your Languages directory.
