If I have people that registered but never logged in after that, can I Change their, User Login name, so someone else can use their account. What is the path to find the user login names stored for my BBS website?

The user search is a bit mislabeled. When you search for people "Username" is the login name and Display Name is their publicly visible name.

You can't change a login name, but if you want someone else to use it, you can delete the user and then the new user can re-register.

You can change it directly in the database but if you don't know that already then you probably shouldn't mess with it.
